I've been to a couple bars in Bangkok where things happened in the open from time to time. One had a long reputation, and it was kinda their thing.
But it was never really a group thing, only a one on one (or multiple ladies with a guy). I guess if a group of guys showed up together and wanted to do something like that, you'd probably find a girl up for it for a big enough tip, but it wasn't going to be something they'd initiate or want to break out spontaneously.

The age of consent in many states is 18. And those which have lower ages are usually full of caveats (16 if there is no more than 4 years difference, i.e. 16 if your 20).
But if your taking a dancer to the VIP in a club, I assume you're paying her, and that becomes illegal pretty much everywhere but Nevada (Nevada outside of Vegas) regardless of age. With further laws adding additional punishment (like, A LOT more) if she's under 18.

About 15, maybe 10 years back I made the trip up to Pahrump to Sherri's ranch (I think, it was a long time ago).
They had a sports bar, pool table and such off on the side of the main room, with multiple ladies hanging out (one playing pool with a group of guys). Several approached me and offered a tour, which ended in their room with a negotiation, and the first two were too expensive.

To be clear about experience that got me thinking about this...
It was in Seattle, WA, one of them no alcohol clubs (and ya, I know sometimes the girls are drinking anyways, but they usually aren't drunk).
