I have no input on #1 and #2.
If you decide to club:
Cheapest/Value: Chicas Bonitas. Take a ride up to Jerry's Nugget, it's across the street. Total dive, but $100/5 songs in a communal room....YMMV. $5 cover 95% Latina....Cubans and Columbians with little English.
Best for full nude AND booze: Palomino. Last year it was $150 for 15 minutes in VIP. The cover can be stupid though ($60 at 6pm....we walked right back over to CB)
Best Variety: arguably Spearmint Rhino. We like their dayshift.....$100 bottles, nice and quiet.
Sapphire: Haven't been here for awhile as they have more eastern European plastic style girls.....and I've had two poor experiences there.
Crazy Horse III: myeh.....pricey.
Hotels: I like the palazzo rooms for their size. If you're looking for value, you'll want to go to downtown....there's some classier rooms at a lower rate up there.....BUT, you probably won't get the level of #1 and #2 you may be seeking.....different "class" of customers.

Man.....my clubbing is generally once a year, 3 or 4 days in Vegas. ALL we do is club for 10-15 hours a day, sometimes more if the marching powder is in play. Did he just not leave at all for 3 days, or did he leave at some point and return the next day? Cuz, that's us......splitting our time between Chicas, Palomino, and SR. Now that SR has returned day shift and a $100 bottle.....we're going to have to smash that up.....in July.

I love Chicas normally, but for a bachelor party, no way.
Palomino has great VIP booths....not sure if they're still $150 for 15 minutes? They also have booze and full nude. Moderately classy.
Peppermint Hippo is the old OG, all fixed up. It's "classy."
I wouldn't focus too much on packages......you can negotiate that stuff with the host when you get there (unless you're going on a Friday or Saturday night at 10pm....it could be packed).

Hotel?
-Palazzo, their standard suites are 772sq ft. We prefer the two room executive suites.
Casino?
-Impartial, but a good sports bar matters to me. I like craps at $5.....only place I found that was at Jerrys Nugget (see Chicas and Palamino)
Dining?
-Not a priority, because I'm pulling workday overtime at the clubs.....food is an afterthought....a necessity getting in the way.

You may want to consider chilling at certain bars at some of the nicer strip hotels ( look them up). That way you can at least have a good look, buy a drink and talk to see if the action is to your liking.....and proceed (assuming you're staying at one of these hotels). Fairly common practice.

Try Palomino, they have 150/15 in some nice booths. Not sure if they still let you do 20's downstairs to get a test drive though.
Peppermint Hippo might be alright.
Other than that....you have Chica's one end, and Spearmint/Sapphire on the other.....

The "worst" I've ever been treated was having to crush out my last nug of weed as a penalty for getting busted for smoking in "public" (outside on a small beach in CA....albeat surrounded by restaurants :)). Senior cop training a junior cop called me over after I was done and ran through some basic questions. I just told the truth and coughed up the evidence. The kid cop wanted to take me in, the senior explained that I didn't run, didn't lie, and just came clean. He explained that the amount of effort for a misdemeanor (even in 1994) plus the way I presented warranted a confiscation of my pipe, return of my eye drops, and crush out my nug on the ground was the penalty. They never even pulled my ID....maybe because they were on foot patrol.
