First, when it's a new-to-me dancer (especially in a new-to-me club) I never pay in full up front. I have sometimes offered 1/3 or 1/2 up front if the dancer really balks (and she's really hot). But, never in full.
Second, yes, you are correct. You should have said something sooner rather than waiting for her to pull the trigger. This is especially true when it's only a 15-minute VIP. I mean, if my Spidey sense starts tingling after 3-5 minutes, I'm reminding the dancer of promises made. And if it starts to get really awkward or contentious, then I end the VIP early.
Sometimes you pick the wrong dancer for what you want. I'd rather spend my time looking for the right dancer rather than sitting in a VIP with a dancer that's obviously not going to follow through.
I'll also note that it's often a red flag for me if a dancer asks for a bonkers huge amount of money. Because there's a certain point at which "expensive" or even "overpriced" becomes the "I actually don't want to do this at all." price.

It depends.
There have been dancers that I took to VIP solely based on their looks and willingness to have a wide range of fun, but frankly trying to have a chat with them was a real chore.
In those instances, it was always better for both of us to part ways quickly after we both got what we wanted.

I don't think that this is an incredibly rare thing. I also think it's a complex combination of age, psychology, and technique.
There was one dancer in particular who demonstrated to me what an *actual* amazing BJ was supposed to feel like. It was great, but it was also difficult to replicate beyond this dancer.
Because I may not be particularly bright, but I'm also not quite dumb enough to tell a woman with my dick in her mouth, "Hey, you should ask Candy about the right way to do this."

Two things are true.
1. Dancers can be flaky about making and keeping plans.
2. Dancers often dangle false or exaggerated promises of "more" to keep customers on the hook.
Ultimately, if you're still having fun ITC then it's fine to just have that. But if you really want OTC (that goes well beyond California rolls...), then you need to ask for exactly what you want. Be polite and respectful, but don't be vague. You will not startle the dancer.
You could do something like saying to her "Send me three dates you're available. I'll figure it out for one at least." See how that works.
Ultimately, though, if you can't solidify OTC, then stop bringing it up and be happy with what you're getting. Also, understand that if she does commit to a "sushi date", she may not show up. So, be prepared for solo sushi.

Sex work and the places where it happens varies wildly by country, and TUSCL is arguably not set up to accommodate that and the user base definitely is not.
Per founder, it's okay to review massage parlors and adult stores/peepshows here. But if anyone tries to it's voted down with a bunch of "This isn't a strip club." comments. Those are American things that are a struggle to get posted here. I can't imagine review adjudicators here trying to parse the crazy shit that's available in Tokyo.
It's also true that the discussion boards feature a kind of hyper-Americanism (regardless of the partisan viewpoint) that wouldn't be a selling point to a more international crowd.
Well, that plus the inside jokes that have a 10 to 20 year backstory.

There have been dozens of threads on here where guys assert that a dancer should assume a guy will unload in his pants if a dancer provides a lot of contact. Two problems with that...
1. This assertion is almost always made as part of a thread where a guy got in trouble with a dancer for producing a surprise wet spot. This points pretty clearly to the reality that it's never assumed, probably because...
2. In every thread about LDK, there's a bunch of guys who state that this never happens to them, or they wish they could LDK (but can't), or they don't want to LDK. Meaning, the majority of guys getting the same high-contact dance aren't nutting on themselves.
I don't care if a guy wants to LDK. If it's fun for you and the dancer is on board, then hakuna matata.
But if you don't want these sorts of ugly encounters, then the solution remains either talking to the dancer about what you want or figuring out how to contain your wet spot.
The dancer isn't a ROB. You did this to yourself.

So, it's not new that a fair number of dancers believe that a guy should pay more if he blows a load during a dance, even if it happens in his pants. It's also not new that dancers don't love a surprise wet spot. And, if you seek out LDK, then you also have the ability to talk to the dancer ahead of time about what you want to happen during a dance.
But if you're neither clever enough to keep your drippings away from dancer scrutiny or smart enough to talk to the dancer about your particular tastes ahead of time, then what you do is pay the dancer more.
