That's a tough set of criteria. I can't think of a "low cost" of living location that would have a ton of other nice amenities.
TJ would get you 1 & 2... but doubt 3.
There are likely several international places, frakfurt, zurich, etc that have 2 & 3 but definitely not 1.
I don't see a lot of toronto intel on here since art passed (RIP bro), but maybe GTA is close fit. The boonies east of montreal seem to be getting positive reviews... but afaik not truly legal in Canada.
No offense to Rod... but my impression of ATL was a one trick pony (Follies) that closed.
DFW seems relatively cheep to me, above average (not off the charts) women and above average (not off the charts) mileage.
Some places in FL might fit the bill if you willing to drive a bit from location 1 to locations 2 and 3

It depends on several factors.
First, where is the club located? If it is in a heavily tourist town (Vegas?) the one-off party mode customers are going to dwarf the regulars. Conversely, in places like Erie or the maga-burbs of Pittsburgh, where there are no tourists, regular repeat customers are going to dominate.
Second, what is the business model of the club? IMO, most clubs tend to fall into one of two types: bars with strippers, or strip club that may or may not have a bar. IMO, the straight up strip club is going to be more heavily dependent on regular repeat customers. Honestly, I can see the bar first model going either way, but the bar first model is better at bring in the one-off customers on top of any regulars.
Third, I agree with Sinclair. Clubs that have both a day shift and a night shift can target different types on customers on different shifts. Day shifts being more for regulars and night shift being more one-offs. Although, not all clubs have multiple shifts.

FWIW... I would say there are two types of SC markets: One is the 'regular' centric market referred to by the OP where repeat business is a dominate force (and affects the dancers cash flow), the other is the heavy business or heavy tourist trap market where regulars simply don't make up enough of the demand (cash flow) to affect the club dynamics.

I seem to recall 538 predicting 8-10% lead in popular vote just days before election. Popular vote is what right now? ~3% maybe. How the heck are mainstream polls off by that much? So many places were predicting a blue tsunami, and it probably ended up being a SMALLER margin than 2016. WTF?

I have not personally been to the burgh since covid. sdraif's review of the Filly Corral was promising club-wise if you are not concerned about covid or other people taking it seriously

Seems like a great plan to me. Have your primary room in SD where your could leave stuff (and keep life things segregated), and only use the HK room as needed.

I don't get to pdx very frequency, so take my comments in that context:
1. IMO, pdx is known for a certain type of demographic. My guess is that the local demographics are skewed against you for a "high end non shit customer"
2. IME, pricing was prohibitively high compared to the mileage observed. 'Wiser' customers are not going to be wasting money here.
3. What pdx clubs aren't one way? Seriously, all the 'nice' clubs I've been to didn't have much mileage to report.

Now that people have been forced to learn Zoom, it is both easier and more economical. Business travel will never full recover.
I agree with Doc. The airplane isn't the the actual problem. It's what's available on the far end and the risk of getting marooned somewhere.

thankfully I never got that far with a dancer. I seriously tried to date two dancers. one had a lot going for her outside the club world, but had a lot of other baggage and crazy. I managed to dodge that bullet. the other one was just straight up using me. I hit the eject button once I caught on.

@nice, good question Re: Philly. Personally, can't say much. Never been able to club there. Would like to know the answer too.
FWIW, Philly area is exempt from the smoking law that applies everywhere else in PA. AFAIK, many Philly clubs are still smoking allowed... which goes a long way in cutting my interests.

As goldmonger already pointed out, most clubs only exist because they were grandfathered in when local official passed anti-strip-club regulations but couldn't legally enforce the new regulations retroactively on a pre-existing establishment.
The industry was dying before COVID. COVID has only accelerated it.

The nearest club I like is ~3hrs away. That is automatically an overnight trip with dinner/breakfast involved. A lot of my clubbing is combined with work trips.
