Last month I got 3/100 at DV8. As the dancer and I walked back, I said, "You do 3 for 100?" She paused and said yes. I bet if I had asked her price she would have said 3/120. But she had a sale at a decent price so didn't push it.

In Oregon, two-way contact seems legal; why does OP think it's not? Read some reviews and in most places there's touching of boobs, grinding; and in many, some stick shifting. In a few, fingering of the V and ITP. Full service on occasion.
Enforcement can be local police or the liquor licensing agency. In Portland, OR, the liquor commission is pushing for cameras in lap dance areas. But the city police ask callers to file reports online for anything less than murder or disrepecting an unhoused person.

You could wait a long time for a girl to come around and ask if you want a dance. But sit at the rack and they will ask more often. And you can easily ask them.
It's strange how the norms are different; plenty of places have girls coming by asking for dances, but plenty don't do this. A dancer who wanted to make money could make a ton by asking for the sale.

I'm guessing some business travelers stay at downtown hotels; willing to pay rather than Uber or rent a car. Plus some guys will go downtown to bars then end up at a strip club. But no one with half a brain would go downtown just to visit strip clubs.

Nice review Mr. J. My experience has been that the gauze curtains are private enough. I've sat in front of them and not seen anything more than blurred shapes. Would not have been able to tell if extras being given. (I don't think they are at this club, but I wouldn't be able to tell from outside.)

Skinny, I don't recall bike racks there, but use Google maps street view to see if there's a fence or tree that would work. Bouncer was nice when I went; would probably be helpful. As for bus service, check Tri-Met. McLoughlin is a major road, and the Orange Line light rail is across the street from Acropolis, but you'd have to walk a few hundred yards to get to a bridge across McLaughlin.

Portland: the Oregon constitution protects expression, which our Supreme Court says includes dancing. Nude dancing has been allowed for many years, even with alcohol served. Portland police have never (in my 30+ years here) made a priority of looking for acts of prostitution. The liquor control commission does look for evidence of prostitution, because they think it's their job to bother every booze-serving establishment. So they have pressured a number of clubs into installing cameras.
Portlanders who do not visit strip clubs still brag about having the most strip clubs per capita. It's a sign of a liberal city. The post-pandemic problems (crime, homelessness, etc.) have not changed things; we were this way back in the 2010s.
Lesson: it's all politics.

I've reviewed 2 or 3 Boise clubs. No reason to go to any of them unless you're already close by and bored. When I was in Anchorage I looked at the reviews for the clubs there and decided not to bother. So I conclude that low number of reviews means low quality experience.

My experience has been about 1 in 3 or 4 dancers will ask if you want a dance, but all will be happy if you raise the subject. I don't want to go for private dance with a girl who's not enthusiastic about it, but some don't want to appear pushy. So my filter at this club is mileage at the rack.

It was a cold day when I saw a guy walk in to a club wearing shorts. I chuckled and told the dancer in my lap. She said he's a regular; he changes into shorts in his car when he gets to the club's parking lot. Good thing no valet, I guess. When the weather suits, I wear shorts. Nice ones, like khaki dockers, and loose. I don't want the dancers to have difficulty finding out if I'm turned on.
