That's not how it works. Technically you can write in whoever you want, but realistically the people who are going to win an election are among the few included on a ballot. Want better outcomes? Get better people on the ballot, starting with creating an environment where more qualified and effective people want to consider public service (and even politics).
Take TUSCL, for example. How many people write reviews versus the number of people who use them? How does the site and community here incentivize more participation? Has transparency/open voting made the system for publication more effective?

You were in the room so nobody else can speak to how things went down with any authority on the matter.
For me, each situation is different. If she's there because we already talked things out but maybe she's still skittish, I lose nothing by handing over the money upfront. There's not much worse than having some awkward experience because she's preoccupied. If the girl takes the money and jumps out the window like spiderwoman, then I just have a funny story for later. Now if she takes the money and ends up ditching me (which has only happened to me once with two girls in a bizarrely funny way) then that's on me for not reading the situation better. And in the one case I'd already had my fun with both and was kinda glad to be rid of them lol, so I don't really count that.
I get bored and have a pretty good hit rate, so if I get a good story out of it I'll take a loss here or there. If you're good with the outcome, then it's your money and we've all got our own process.

So time passes and I'm looking at how the scenario played out. Went with Option 2, and it wasn't the worst outcome (it's still TBD with a dancer who only dances one day a week that I might take another look at) but not that great and then rolled into Option 3. Then did a little road trip still in Option 3 mode.
Found two repeat options who were both quality. One of them was Option 1 girl who turns out was very, very cool. If they were in the same town she'd have a chance at challenging for the ATF title, which I did not expect. Second repeater was literally a throw a bunch of money at her in the club and see what happens. What happened is that I was on her way home, so yeah. Ended up with more leads than I planned on (Option 3 does that) so I might not actually go back to the well right away while working through those.
The road trip is its own story for another time, but it was pretty glorious.

I'm sure there's something, but just in case you'd like to know what I'd actually do I'd go to another club. Actually I guess this was kinda dumb. Was at a club during a recent road trip and was behind schedule because I saw a girl I wanted to try. She had some of the nicest natural tits I've ever gotten to play with, was even prettier up close, and she was down for a lot more fun than I expected. But I had to leave to get to the next town.
When I got to the next town and took care of business, I then went to the nearest club and took care of business with the first dancer I saw. 99 times out of 100 she'd be a pass, but at that moment I just needed a girl who could get the motor going lol.

There's all kinds of reasons you might not hear back.
Do strippers selectively respond? Sure. A now-former dancer I've known for years will go quiet when she doesn't want to tell me no. So if I put something out there and don't hear back, then I'll treat that as a no lol. And if I really want an answer quickly I'll call her and give her a chance to say "no" or "can't" etc because she has no problem saying the words but doesn't like typing them.
Or there's another dancer with a pre-paid phone plan that she's terrible at keeping paid up. If I'm only getting calls and she's not responding to texts, then she's probably due to re-up her plan. Or pick your own reason. To some of the other comments, there are dancers who don't respond because they think the customer might show up at work looking for them and spend money. It happens.
Bottom line is you as customers get to decide what you'll put up with it.

I was there a few weeks ago and could see this type of thing happening. It doesn't help that the parking lot is fenced in so there's a choke point if people need to get in and out in a hurry.

Not outta line. It's a business. If there are supposed to be dancers there should be dancers. But it's luck of the draw. Both times I went to a fairly notorious club this week there were only two dancers. The first day I showed up too early and today I showed up too late. Both days I picked the first dancer I saw and it turned out ok. Luckily the random dancer of the day today was much hotter than the other day.

A few weeks ago I was in a club with a jukebox and some dancer picked a song that was easily seven or eight minutes. It was the second song with the dancer in my lap, and at some point I let her know she could stop because I was only doing two songs and nothing better was going to happen if we kept going (was in a regular lapdance booth in no-touch Killeen, TX).
In the clubs I'm just trying to get what I'm looking for without too many headaches. If I'm one song apart from a dancer on the count I'll usually just let it go.
