I have to disagree with your premise. There may be a higher proportion of 9-10's in Vegas, but the rating scale stays the same. In general there's seems to be a common perception of what a 9-10 is. We have movies, porn, etc. as reference points. Take all those "Rate this Girl" threads on here. Discounting those freaks of nature, when someone posted a really hot girl (like that Asian K-Pop singer) the results were all pretty closely grouped.
