I can only speak to my area of the country -- extras made the bigtime in 1996 with a new city administration and relatively more enlightened policies towards some sex crimes (effective decriminalization of sex in strip clubs, due to the DA refusing to prosecute), and every form of "lingus" you can think of has been available since. So, no change in this area for the past 20 years, but based on some of the other responses, it looks like other areas of the country took longer.
