@papi: Actually, outside chargers can be installed that are similar to the charging stations seen in mall parking lots and other places, except that they are much smaller, basically just a post sticking out of the ground with an attached cable reel. The bigger problem will occur if a neighborhood all goes electric at once. Most blocks don't have enough main cabling to accommodate more than two or three of these charging stations at once. Significant infrastructure changes will be required and, voila, we have a chicken and egg problem.
