It never was safe. Church burnings have spurts and bombings back in the 60's. Michigan have the greatest number killed in a school back in 1910 or something like that - bombing. Since they let "just anyone fly" one can expect the rifraf. Government buildings have always been shooting zones.

Got to go where the customers are. In wealthier areas, they don't need to pay for sex - the girls are after them.
In a poorer area, options are a lot less for guys not making money, so they go to a strip club.
