No, dancers do not normally kiss customers on the lips.

I have made out with some girls during lap dances, but it is always her initiating the kissing, never me initiating it. I don't want to make her uncomfortable if she doesn't want to kiss me. If she initiates it, then at least I know she's comfortable with it.
