When this place opened, as "Kit Kat Club" in the early 90's, the owner intended to bring San Francisco Style Lap Dancing. He had to file a lawsuit against Sunnyvale to force them to issue him a business license.
But he was still determined, after all, the important laws are the same in the entire state and in the two counties.
Well holy shit, there was a 6 month long investigation, and at the end of it the owners and 6 girls had criminal cases pending.
Our DA's office has made it a political priority to not let Santa Clara Country become like San Francisco. And they know that one lost jury trial could do it. So they don't hit people with a stick, they hit them with a sledge hammer.
Even though we have someone else as Country DA now, I can't see that anything has changed.

Dynamic Programming is mainly an optimization over plain recursion. Wherever we see a recursive solution that has repeated calls for same inputs, we can optimize it using Dynamic Programming. The idea is to simply store the results of subproblems, so that we do not have to re-compute them when needed later. This simple optimization reduces time complexities from exponential to polynomial.
For example, if we write simple recursive solution for Fibonacci Numbers, we get exponential time complexity and if we optimize it by storing solutions of subproblems, time complexity reduces to linear.
