I don't live in metro Detroit so my direct knowledge is somewhat limited. The change in police chiefs might help but I suspect that the really motivation for the more strict enforcement is traceable to the evangelical christian churches in the area. There is also the assumption that driving out the strip clubs will magically improve the blight and quality of life in Detroit.

When you go to a massage place, you can always ask to see the "talent" before deciding if you want to stay. In Orlando, a number of massage places get good reviews including Milk Massage and NDS. Of course, in a strip club you can also see the talent, scantily clad and on stage, and then decide if you are interested in a private dance. At some clubs, you can discuss the range of services available, before making the financial commitment to get a private dance. Each option has its pros and cons.

If you're working on a limited budget and want a sure thing, you might try a massage parlor. Orlando is not that far from St Augustine and has a number of well reviewed Asian Massage Parlors (AMPs).

When the US outlawed alcohol during Prohibition, it didn't reduce demand for alcohol but it opened the door for criminals, such as Al Capone, to provide illicit (and dangerous) alcohol. The Texas law and other similar laws may be heading us down the same path as Prohibition. It is usually much better to legalize and regulate a substance (think marijuana and alcohol) or an activity (sex) that people really want/need, than it is to suppress it with draconian laws.

I've seen a few dancers wearing butt plugs on stage, mostly fake jewels also some plugs that can be illuminated. I agree with the percentage estimate above, probably 5% or less wear plugs but occasionally, I've found clubs where multiple dancers will wear plugs on stage. The dancers say that it attracts attention from customers. Presumably, it also signals that the dancer is open to anal sex. I know it is not for everyone but for me, as a customer, it is a turn on, but I've also seen lots of anal sex on porn sites.
