I can see why the supply of strippers may be hard to run-out – a good looking 18 y/o with just a H.S. education and not much work experience can pull down a couple of hundred in one night in a decent club vs having to work a week or two to make the equivalent of a good night in a good club.

Some other states allow cocktail waitresses and strippers to work in alcohol places when they are 18yo, with a 21yo drinking age, so long as they don't drink. But not California.
Maybe you are talking about places which serve food and are licensed as restaurants and so they have beer and wine, but no hard liquor. For that I think a waitress need only be 18, as it is not a bar. Are the places like Hungry I and Gold Club this way?

SJG, you know wrong :) The alcohol clubs are full of 18-20 year old strippers ... they're just not allowed to drink. It may be that Gold Club, Hustlers, Penthouse are technically restaurants, they all serve food. If food is served, you can be under 21 and still work there, and even serve alcohol, you just can't be a bartender or drink the alcohol.
In any case, very easy to confirm yourself -- go in, delight in the number of teenagers working, notice how the alcoholic beverage commission doesn't care

This is the only way I know that they could do it, by having a restaurant license; but this does prohibit hard liquor.
Other states may be different.
I will give an example here, the Sunnyvale Spoons. This was advertised as a family restaurant, not a breastaurant. But in fact it always was stocked with young beauties.
So one half was the bar, and the other half was the restaurant. So to work on the bar side they had to be 21yo. And you could eat your food on the bar side. But for the restaurant side, beer and wine only, they could be just 18yo. This was the most common.
The hostess though could be only 17yo, as she usually was. If she was good, she got promoted to waitress when she turned 18yo.
All in all a very cool set up. The manager had a good eye for the girls too.
Now if they did not have been and wine, then maybe waitresses could have been under age. But because of it, they had to be 18yo.
Now as far as nudity or "adult entertainment", the rule is 18yo. That is basically a First Amendment right of the entertainer.

As far as 'extras', that makes no difference because as far as the law is concerned such things are always completely illegal when done for money. But I would never suggest anyone do anything like that with anyone not yet 18yo. That would be really serious.

I try to imagine myself as a PL and frankly, I would prefer someone at least over 22-23. I would feel bad getting a dance from a high-schooler(!). I try to imagine myself as a PL (lol), and I prefer women of at least that age also. I might think differently if I just liked getting a lap dance and moving on, or quick extra and move on. I've also known dancers who were under 21 in the Twin Cities at clubs that served alcohol. The only employees allowed to even bring the drinks to customers had to be 21 or older. It's the same thing here in North Dakota, too.
I understand grown men wanting a younger girl, but targeting high schoolers is a little odd to me. Idk if I'd go to say it's gross because I don't know every situation. I had a relationship with an "older" man my senior year of high school and looking back, I think he was gross for it and took advantage of me. And he was only in his 20s! I still consider myself young and the majority of people my age are immature. They're still kids to me and most don't competely have their shit together. But also, is it possible these girls are just teasing you by lying about their ages? Harmless fun, with a middle aged man, who being so much older than them, cannot accurately appraise their ages.
I can't be there now, but in time ahead I do plan to be in San Francisco. I like the dives and no alcohol. But I will also be having lunch in Hungry I and Gold Club.

Okay, so then what it probably is, is that Santa Clara and San Mateo Counties have their own tougher ordinances which prohibit the not yet 21yo strippers from places with alcohol. These are not penal code enhancements, they are to the alcohol licensing regs.
Santa Clara County prohibits topless in alcohol places.
San Jose prohibits night clubs with alcohol licenses from EVER having those under 21 in the building. So they can't have 18yo nights just by locking up the alcohol. In Sunnyvale this is not an issue.
