Here's what I would say the criteria are:
In the US, I've found Vegas, New Orleans, and Denver to fit the bill. LA, SF, and Chicago did not, in my opinion. Any other ideas of places that hit all four criteria? Share your wisdom, strip club experts!

Agree with Alucard. Detroit is like an even more wild west version of Vegas. This town is essentially lawless and the strip clubs here are basically whore houses, except with fewer rules than the legal brothels in Vegas (no joke). Plus we have casinos and all 4 major sports teams.
I know, we also have a ton of crime, but if you and your boys are smart and avoid petty squabbles with the more sinister element you'll be fine. Have class and be respectful, no one will bother you. Get lippy and look for trouble, we'll send you home in a body bag.
I'm with mrrock. Phoenix is the best I've been to (so far).
Depends on what other activities you want for your male bonding time. I gotta second the Phoenix suggestion, especially this time of year. Great clubs, tremendous weather, great golf, great restaurants, great live music and regular nightclub scene, good air service all big positives. Downside for this time of year, hotel/resort/golf costs all go way up during the snowbird season, but considering the great SCs and high contact $10 LDs, I'd say that's a decent trade off! Enjoy!

Detroit for a guys weekend? While I'm sure the scene is great for the single guy, I can't imagine it would be ideal for the group.
Honestly Miami and Vegas (I know you mentioned Vegas, but still) are the only two places I consider serious towns for a guys weekend. Sure other places will do, but those places have it all.
Admittedly I have limited experience in Phoenix but it just doesn't have anything worth drawing me that far, nor do I take vacation based on strip clubs.
Detroit and Houston would be my recs: good mileage and value. Sorry but Denver and New Orleans are generally lower value, higher prices. The going rate for lap d's in those towns are $30-40 at the non-dives.
If you want the total experience, go to Miami. Hit South Beach in the daytime and enjoy the topless sunbathing by the ladies and hit the clubs at night, strip and normal ones. Miami Beach attracts people from all over the world. I know this for a fact from personal experience. For wide open strip clubs only, go to my hometown, Detroit. The strip clubs in and around Detroit in Wayne County have very few restrictions, if any. Negotiate !!

Fellas,it sounds like OP is looking for a "party" atmosphere for a group of guys, he said absolutely nothing about mileage or availability of extras.
In that case, my quick list of places besides LV in no particular order: Phoenix, Dallas, Houston, Miami/Ft Lauderdale, Atlanta.
Are there any strippers in Detroit? Sounds like the clubs are where prostitutes go to work. Guess they don't have to advertise on the internet.
Dallas, Miami and Providence are all good options.
@estafador: NY is great for a lot of things, but its SC scene leaves a lot to be desired compared to the places above.
there's plenty of prostitution at detroit clubs, but if you stick to the higher end establishments, you'll find plenty of 8+ willing to give you just dances if that's all you want to buy.
to jester's comment about detroit not being a great place for a guys get together; tonight my friends and I are going to the greektown casino to throw some cards around, then we're going to watch the tigers beat the yankees in the alcs at comerica park, then we'll close the night at penthouse club, one of the best strip clubs in the country. so yeah, I guess your right, detroit is an awful town for a group if guys to have a great time.
While my experience is limited in other cities, I want to echo rick's comments - Providence has some great strip clubs - topless and nude, full contact, pretty ladies, booze, and extras are available, if interested. The city also has fantastic eating, great sports teams (although BoSox sucked this year!!), and Boston is only an hour away. While I am not into the bar scene, supposedly lots of places both in Providence and Boston. I suspect you aren't looking for museums, history, or nature but we have that too. If you come in the winter, you can go skiing and in the summer, tehre are the beaches. While there is a casino less than 1/2 hour away, it is tacky. There are two decent casinos in Connecticut, about an hour away. Both has good entertainment too. Of cource, this isn't the same as Miami or Vegas, but well worth the visit.
@Estafador, New york city has a lot of color. But guys I met from there were super obnoxious and had super egos thinking they grew up in the center of the world. They were still my friends tho. Lol!
The OP needs to clarify what he wants if he's gonna get any useful info. Are you looking for a place for a bunch of guys to go where clubs are just part of the entertainment, and you also want nice weather and stuff to do during the day? Or is it just you, and you want to spend 24/7 get VHM lap dances with hot ladies and don't care if it's snowing outside?
I dunno, I'm not a big fan of Vegas, and I've been there many times. During the day there's really not much to do, depending on what you like to do. Yeah, you can go golfing if you like that and it's not freakin' freezing outside like it gets in the winter. Or you can drive out to the lake and go boating and stuff. Otherwise you're gonna go gambling, and that's about it. And as far as strip clubs, personally I think they generally suck. Overpriced, low mileage, and you just get the feeling that they're out to suck every penny out of your wallet. But it's Vegas, and if you love it, now's probably a good time since prices are way down.
As far as other places, it's starting to get cold out, and unless you don't mind the cold and the snow, given the choice I'd tend to head to places like Florida, Texas, and the Southwest. Detroit? Maybe the clubs are fun, but the last place I want to be, especially in the winter is freakin' Detroit. But to each his own.
Personally, I'd probably head to Miami. Good weather, beaches, insanely hot chicks, night clubs, lots of stuff to do.
Phoenix clubs are great, but in the "other stuff to do" category it doesn't come close. But if I was going just for the clubs (as I've done before), it's a good place to go. High mileage, hot girls, nice weather.
I would also consider LA even though the OP dismissed it. Though I'm not certain if you can find clubs with exactly all the requirements the OP listed. But in terms of "other stuff to do", there's an insane amount of things to do (beaches, mountains, sports, etc.), great weather (it's in the high 90's and not a cloud in the sky today), and some of the clubs are excellent. But again it depends on what you want to do.
And someone mentioned Providence? As in, Rhode Island? You gotta be kidding.
Hi all, I'll respond to the requests for clarity. It'll be a few of us but right now I am only considering strip clubs. Our plan is mainly to just drink a lot, play cards in our hotel, and hit SC's, so any city would do, which is why my main criteria is strip clubs. Looks like a lot of good suggestions: Phoenix, Detroit, Miami, Houston, Dallas, Providence, Tampa... maybe we'll have to turn it into an epic guys' road trip instead.

I strongly recommend you make it into a big road trip instead. I think you might get real bored and disappointed when you wake up at 10am and it's cold and snowy outside and there's nothing to do for the next 8 hours until you feel like going back to a strip club. It's a lot more fun to walk down to the beach, check out the hot ladies, go for a swim, have a nice breakfast, etc.
We've done this before, I promise you we don't run out of things to do. We're very resourceful.
The Detroit VIP is no rules but the Detroit clubs are full of rules.
No nudity on stage and very little contact in the stage tipping. Also the clubs close relatively early around 2am.
I have had some great times in Detroit VIP during the day shifts but my night shift visits have been hit or miss.
Columbus and Pittsburgh are pretty bad. But Indianapolis has a huge variety of stripclubs from high-end with many 8+ girls to neighborhood clubs that offer anything you want. Good food, and always some type of major sporting event going on in town.

Three good clubs for a fri/sat night, spend $15 entry and do a limo ride for free between them all. The sundowner is solid all day every day from 12pm for daytimers too. Some good bars for drinking too nearby. Two big casinos, loads of great cheap hotels. Decent massage parlours next door if you dont find what want in the SC, or head the hour or so up to mississauga for more action.
You will find really beautiful women here in NYC without a doubt (if you look in the right clubs), but mileage probably won't be close to say Detroit, Atlanta, etc.
Still, with the right dancer and the right club you can have an enjoyable time here, provided you have the money to spend. I would not go to NYC just for the strip clubs though, because there's so many better places to go for that IMO. It's just that if you happen to be in NYC, I wouldn't pass up checking out the scene here.
Just for fun I checked the hotel prices for NYC versus Phoenix. Guess you'd have to buck txtittyfan's financial for a bit if you wanted to visit the former.

DOH !!! How could I have forgotten TJ? Absolutely that's gotta be near the top of the list. Of course you don't want to hang around TJ, just hit it and quit back to San Diego.
Personally, I'd tend to make somewhere in LA my base and just do a day or two trip (take the train or something) to San Diego/TJ, but I'm a bit biased against San Diego. Don't get me wrong, it's beautiful, but I tend to get kinda bored there.
New Orleans? The last time I was in New Orleans, I took one step into three different clubs in the French Quarter and walked out fairly quickly. I swear two of the dancers in one club were transvestites. I only saw one good club, but the contact there was tamer than Columbus Ohio, which is saying a lot. Maybe there are better clubs outside the quarter.

New Orleans is a pit. Worst murder rate of any city in the country. And something like 90% of all the cities in the US are safer than New Orleans. New Orleans police are totally corrupt.
I wouldn't give them my money if you paid me, nor would I spend 10 minutes in that hellhole.

Blacky, people who are not from the northeast tend to have no idea how great Providence is as a monger vaca spot. Not only are the strip clubs a lot of fun, but there are a ton of fantastic restaurants and 3 1/2+ star hotels can be pricelined for under 100 per night. And if you want to park your car and cab it, the free club covers that every cabbie can get you at the clubs basically pays for the ride. Providence is my second favorite SC party spot nationwide.

I was talking about the strip club scene smartass. Maybe your friends are different, mine wouldn't want to fly to Detroit so we could pay to fuck strippers and neither would I.
And frankly I wouldn't fly to Detroit for vacation unless they had a specific event that I desperately wanted too see.

Am in total agreement with rickdugan and blacky...Providence, RI...totally underrated, and it tripps me out how it gets dismissed out of hand with reckless abandon...
Other than that, Atlanta and Dallas right there, along with Florida in general...
Portland does have a bunch of strip clubs, but the majority of them suck. Portland doesn't even compare to Vegas, Miami etc.
