How common is this?
I’m not talking about a dancer who occasionally pulls a shift as a bartender or vice versa, but a working bartender who will come out from behind the bar and head back to VIP.
In my limited experience, the clubs where this happens tend to be idiosyncratic enterprises (I.e. holes in the wall) and the bartenders are by far the most attractive women in the place (which is generally a low bar).

For a while at the Foxy Lady, waitresses could optionally do lapdances and VIPs. I think the club charged extra to take a waitress off the floor. I'm not sure; I never did that. But I am pretty sure they don't do that anymore.
Just yesterday afternoon when passing through Jacksonville, Florida, I stopped at Sinsations -- no hole in the wall -- and the bartender there went to the VIP with a couple of different customers. I've done that there with other bartenders. I think it's less likely to happen at Sinsations if it's busy, but it's definitely a "thing" there. There is also a sign behind the bar that says for a $5.00 tip, the bartender will go topless. That happened yesterday, too.
But I also think it's a small minority of places that allow it. For starters, club staff are W-2 employees, which complicates things from a worker protection standpoint. Perhaps more important though, most dancers hate it when a club allows this. They don't want to compete with club staff, who of course do not need to pay house fees and tip outs or do mandatory stage sets.

Last time I drove through Jax I stopped by Sinsations. I left a review of the Doll House, where I stopped on the way down, but didn’t review Sinsations. It was a Saturday mid-afternoon and (as was the situation going south) I had time constraints. I think I got there about 2:30-ish and stayed until almost 4, which was too long given the distance I was planning to drive. But let’s not go there…
Anyhoo…place wasn’t bad. But the bartender was probably the hottest girl in the place. Was talking to her at the bar when I saw the $5 to remove top sign and decided to try. She went topless too briefly for the cost, but I generally try not to think much about cost. I asked if she did dances. A good time was definitely had.
I can see a big downside to bartender as dancer. She took a fair amount of time away from the bar and was the only person covering it. Went to dressing room to freshen up, did several dances, then went back to dressing room.

I assume he is correct that she works as a part-time employee rather than as an independent contractor when she bartends. So the fact that she was away from the bar for a reasonable period of time could be doubly bad for the place. Unlike the Doll House, which was dead, there were several customers that couldn’t get a drink while she was dancing. But this lion had a good time so all is good!
I also found out recently that Good Guys in DC allows the servers (hot) to do dances and rooms.
A few other dancers I know also have bartending gigs at civvie bars.
It's fairly easy to recruit bartenders, and it's where a lot of girls start.
