Not sure that's accurate. Section 8 tenant's co-pay tends to be low based on Section 8 criteria (10% of monthly gross income, or 30% of adjusted gross, etc.) I've only seen a few Section 8 tenant leases and vouchers, but on the ones I've seen the the copay ranged $100 to $200. But I suppose even that is high enough for some landlord-tenant sex barter
