Depends on the dancer. Depends on how long we've known each other, or how well we know each other. If she doesn't speak English, then that's another challenge.

$200 in the hinterlands of Idaho might be great. In San Francisco or Manhattan, it's a cheese omelet. You need to find out what your local prices look like. Expect to add a bit (or a lot) more if she's actually hot, depending on how hot.
At that point you should have dropped it, there was nothing there to indicate that she was going to respond, then move on there’s plenty of other fish in that pond, now she’s definitely not going to respond.
Communication is a must for me for more than a lap dance. For VIP or OTC I want the GFE and you can't get that unless you speak the same language. But that's just me. Some guys don't want much more than they could get by jacking off. As long as the body is still warm.

Dancers give out a number all the time. Sometimes for OTC arrangements, but more often to let you know when she's working at the club.
A number is a nice start, but it's a sure thing.
