I think it is the challenge of going after the girl and seeing if we can connect and if she will open up to me and remain interested.
So I guess that is mental. But how the girl dresses and paints up is a big part of her appeal for me.

I think it has to be physical or a little of both, not just mental.
Example - average looking stripper comes along and we hit it off socially. She becomes more attractive to me because we obviously have chemistry. My favorite choice. I would choose her over:
Smoking hot stripper who has an attitude and could care less about me and won't even try to fake that she does.
One that will never cut the bill for me: ugly stripper comes along and strikes up a conversation. Trying to fend her off, she won't leave and eventually warms me up because of her engaging conversation skills. Yeah I'll buy her a drink and chat, but I don't want dances from her.
I have to be physically stimulated then mentally stimulated. If I'm not physically stimulated I don't want mental stimulation.

Has to be both for me. For some reason, if a girl is smoking hot but as dumb as a pile of rocks, it can be annoying to me. If she's trying to talk to me and all I hear is blah, blah, blah... it's a total turn off.
It an average looking girl can at least hold a conversation and doesn't tell me how she didn't make any money today, her car broke down, her rent is late, her mom is in town and she needs to pick her up at the bus station, on and on and on... Then I'd pick the average girl many times.

You need both. Most of the stimulation is between the ears rather than between the legs. But you really can't have one in isolation without the other also present.
Also, consider that women, being hit on everyday, are often more responsive to intellectual and emotional engagement, in my experience.
