As an academic exercise I often negotiate sex with strippers to see how much I could get and what it would cost. If necessary I go beyond the price I'm willing to actually pay just because I want to see what they will do. At some clubs well over 50% will refuse $1K. Of course I recognize that some of these girls would take the $1K if I were a regular. But still I don't think the overall percentages are anywhere near the 90% range overall.
As for civilians that's a much harder question cause I've never done it. My guess is you'd have a lot more luck with the younger unmarried women. For the older ones the prostitute stigma would be too much. And again I think it would make a big difference how well they knew you.

I would wager the percentage is actually pretty high. From what I hear a lot of guys come in negotiating prices with little intention to buy.
The girls know this so they turn down offers of $3500 etc because they probably figure the guy is not serious.
Have an actual $1,000 in your hand, buy some dances/drinks and establish familiarity with the girl and see what happens. That is the fair test.
