In my opinion, curvy has to do less about weight and more to do with proportion. A girl with a 23 inch waist can be curvy as long as her hips and bust are several inches larger. So the woman could be skinny or fat. I'd hate to sound mean, but most likely if she describes her body as curvy she's closer to plus size, she may still have some curves though. It really depends on a woman's honesty with herself
