When you come from a place where conditions are bad and pulling yourself out of constant deprivation seems impossible, doing something like this can be an acceptable alternative for some girls. I'm kinda familiar with this case, it was a 6 month vice operation... and the argument that they weren't trafficked stems from the owners' and prostitutes' claims that they could have walked away at any time. Which is very weak...these women were basically living in the brothels so its not like they had anywhere to go. Plus the safety of their families in China...
The real charges that take these places down involve making money off of prostitution, not paying taxes, etc. So at least the traffickers get put away for that.

It was a 6 month sting. They proved that prostitution occurred, they proved that there were people kept living in the AMPS and they proved that there were people profiting off of prostitution. They proved their case.
There are obvious signs of human trafficking.... but the victims and traffickers wouldn't speak and instead all claimed that was not the case. That's the weak "evidence" that it wasn't. But the traffickers will get locked up on other charges....so its okay. What happens with the victims....we'll see.
They proved that consenting adults exchanged sex for money and that some of the girls chose to stay at the parlor, with access to real beds, showers and furniture to store their stuff. Makes sense for girls trying to save up their money and send some back to China.
