The desktop version of your browser accesses spell check via your OS (operating system; Windows or Mac).
Whatever browser you're using on Android does not link to a spell checker.

Depends on the browser you use within Android. There might be a box you can check off in the settings.

Juice is the TUSCL spell checker. He must be slacking.

In newer versions of android the spell checking settings were moved into the main settings, under languages.
