Some of these have two or three floors, and most of the indoor space does come up to the main vertical walls. But then there is a small structure on the roof for getting to the patio and garden area.

For myself I think I would want my penthouse to be on top of office building space, not on top of more mundane apartments. That way I would be the only one who would be considering the building as home.
Or better, I own it. Like Trump? But I would not want to be a landlord. Landlords have to do evictions for non-payment. Better if the entire building is used for things of my own making.
One would have to really think about who they would be living there with. And also, unless planning to have servants, there are still going to be limits.
