That's easy. I still remember the first movie that that immediately brought out my inner PL as well as my immediate stiffy (by the way I think only jerikson uses that term). It was Jacqueline Bisset in the Deep. Here's an example:
My first movie fantasy would have been a toss up between a teen crush on Alicia Silverstone in Clueless and an early teacher fantasy about Michelle Pfeiffer in Dangerous Minds. Both came out when I was 13 and led to many nights of fantasizing.
However, the performance from my teen years that still brings an instant hard on when I even think about it is Sarah Michelle Gellar in Cruel Intentions which came out just before I turned 17.
I couldn't place Debra Winger and never saw that movie. Google let me know she was in the Urban Cowboy. She did nothing for me in that movie. I can't imagine her being better in another. Might be another topic.
Georgemicro -- good call on Turner in China Blue. Back then, I think I watched that piece of shit every time it was on cable just to see Turner. I suspect that movie (along with Melanie Griffith in Body Double, DeMornay in Risky Business and Elizabeth Berkley in Showgirls) has contributed to my enduring fascination with P4P several decades later..

One of the first ones I remember was Phoebe Cates from Fast times at Ridgemont High when she got out of the pool....

Playing with the hose in the beginning, and being sploged at the end, on her. Very (not really) subliminal.

Funny thing, now I don't find her that attractive.
She is 75 now.
Rebecca De Mornay in Risky Business
Kim Basinger in 9 1/2 Weeks
Sylvia Kristel in Emmanuelle
Movie/TV Hot vs Movie/TV Not.
"Kathleen Turner looked pretty good in damn near everything she did..."
Fixed that for ya. :)
