HK shuttle pick-up

I now where the HK shuttle picks up in the dirt lot just past Mexican customs. However, my experience is that it is not there as many times as it is there. I understand that they have an office near the border where you can wait for the next shuttle to arrive. Can someone provide directions? Thanks in advance!
Given the uptick in bandits with badges, this seems like the best option to get to HK/Cascadas.

I just take a taxi over then take the shuttle back.
rugrat’s suggestion is good. Just take a taxi incase the HK shuttle isn’t there, and afterwards take the shuttle back 👍🏻

The office is closed due to construction of a elevated parking lot but sometimes they have a guy either in front of the office or directly across the street in the little park area... He's always dressed in black when I've seen him. And he'll be wearing a shirt that says Zona shuttle, Hong Kong, tropical bar, Rizo, Cascada on it.
Can you still cut though the parking lot to get to where the office is? If the shuttle want at the spot halfway down the sidewalk toward the turnstiles exit, they usually just sent me to the office that way vs having to go out the turnstiles and then circle back to the office.

Yes, in my past visits, they haven't been there. So what I end up doing is I pass by that gate past customs, right before you take the left, then cross the sand lot, the street, and the parking lot to end up where the zona shuttle building is where someone had posted earlier.
Taking an uber is cheaper than a taxi in my experience and they are quick to pick you up since multiple drivers hang around there
The last 3 times I went no shuttle was around yet the previous 3 times before that there was a shuttle.
It does seem like in Friday and Saturdays afternoon and evenings they are around more based on reviews I read.
Last trip, I went to the parking lot and then walked to the booth, no signs of a shuttle yet I had a friend who came about an hour later and the shuttle was there in the parking lot by customs.
I usually just hail a cab from the empty HK stand as they drive by. Remember, don't get into one until you negotiated the price first.
Similar to @justinyoo, I will walk through the dirt lot, limo there or no, to shorten the distance to the limo office. If no limo in a reasonable time, I walk toward the border drop off and hail a cab for a different reason.
If I choose a cab from one of the stands, they have had plenty of time to set up a police traffic stop. Ones already on the move are less likely to have made an arrangement. It might be faulty logic, but having been robbed once by The Tijuana police in broad daylight, so I am now very shy.
Currently, I am in Monterrey Mexico. I was with a local woman that I met in a club in TJ. It was early in the day and we were looking for a pharmacy. Saw a police vehicle pull over next to us with it’s emergency lights on. I immediately moved as far away as the walkway would allow, ready to duck into the OXXO. She thought it was funny. “This isn’t Tijuana,” she chuckled. I replied that it is the result of my Tijuana conditioning. Almost every other Mexican city seems to have a professional police force. Tijuana is unique.
I never thought about it but I do agree with @PutaTester that if police wanted to target people, that would be a spot to do it (at taxi stand).
I generally hail a cab in front of the temporary HK stand while it is passing or just dropping someone off at the line for a few reasons. 1.) It seems like at the taxi stand everyone seems to be watching you and they know each other. I feel like I walking into a racket of sorts especially when they say some parting words to each other that I don't understand. I haven't had a bad experience so I'm sure they are just finishing their discussion but since I don't know what they are saying to each other and it gives me a weird feeling like they are planning something. Again, nobody has done anything wrong in my experience, it is just a feeling I want to avoid.
2.) At the taxi stand, they stand and negotiate with everyone watching. While when they are driving by, they are already ready to go so everytime I say $7, they just say "yeah, get in".
It sounds dumb because at the taxi stand it is more likely $10 so we are just talking a difference of $3 but even that $10 feels negotiated while the $7 is just a mention and go.
@PutaTester, I had a very similar experience in CDMX recently.
We were headed out in a taxi but I needed to hit an ATM first. When the taxi pulled at the ATM, there was a police car parked right behind us with the officer in it.
I looked at ATF, pointed to the cop and said, "De verdad?!" / Really?
She laughed at me and was like "Pasále! No estamos en piche Tijuana." / Go on, we're not in fucking Tijuana.
ATF has had a few encounters herself with TJ police, including one where she had to surrender the cash she was holding. She advises a 3 pocket system for carrying cash and weed in Tijuana.
#1 Minimal amount of cash in wallet, just for optics
#2 Weed in the underwear, along with a cash bribe sufficient if they find the weed
#3 Majority of your cash goes in a hidden belt pocket.
with the present problem with the bandits with badges I definitely suggest don't have ANY drugs at all on you.
