Baja California would probably cost quite a bit. One coast on the Pacific Ocean. A second coast on the Bay of California. A couple of national parks. Then look at the long term costs of cleaning up Tijuana, all of the street urchins, gangs, cartels, traffickers. I don't see an ROI for the first 75 years. Finally, if Baja Cali is made a state, and all the folks who said they'd leave the states are sent to that state, then they never left the states.
