  It has been open limited hours for quite a while now. I think it closes at 2pm for US bound travel and yes there are GE lanes

  Inbound (into US): 6am-2pm
  Outbound (into Mexico): 3pm-11pm
  
  Pedeast is still open both ways 24/7
