Hilton Head, SC? Are old retirees and vacationing soccer moms robbing convenience stores now?
The list is very misleading because it is including the entire metropolitan area. The tri county area includes Oakland County, whih is quite wealthy, and for all I know they might even be including a 4th county, Washtenaw, to include the city of Ann Arbor which is also nice. Detroit has plenty of nice suburbs, although I wouldn't include Ann Arbor as being part of metro Detroit.
Personal experience - I’ve been the victim of petty theft in a lot of “nice” places in the South. I think it’s just part of the culture of the poor people down there. They’ll steal low value stuff that’s really not worth stealing.

Some surveys look at “violent” crime versus “all” crime, throwing in or out certain things I mentioned above can greatly change the stats, especially domestic violence.
