OTC has always meant “outside the club” as far as I know. Recently, however, I’ve seen a number of reviews where it means “over the clothes”. Need to keep the jargon consistent to avoid confusion. Doesn’t OTP (over the pants) work for this?

The confusion really comes from calling using OTC in the first place to describe activities that are not in the club.
I suggest we instead refer to that as “free range beaver”. FRB for those that hate to type.
