When it comes to politics, there are agendas up the kabooz - the allegations by the article could be genuine, or it could have a political-agenda of making Biden look like "Mr Anti Russia" which of course would play well with most Americans.
If there is something nefarious w.r.t. Russia and the elections, it's mostly beyond the scope of anything I can do about it and as far as I'm concerned that's for the authorities and those in-the-know to handle it - additionally, one should assume America's enemies are always trying to do things to undermine us whether it's social-media misinformation, espionage, etc.
