Even if what wiffle waffle is saying is 100% true, that doesn't mean that the site is fully populated with fake ads. Rather, I'd suspect that there's information sharing between Eros and the feds. Names, contacts info, banking information for the escort agencies, etc.
The feds really don't do stings in the form of local law enforcement setting up honey pots to capture and humiliate local perverts.

The FBI uses that information to contact the SEE owners and say "We're going to jack you up unless you start feeding us information. But if you agree, we'll let you operate." SEE owners agree, because jail sucks.
Then, the FBI asks SEE if they got money from Russia to send an escort to room 23 at X location on X date. They're asking because that room was occupied by someone on the Senate Intelligence Committee at that time.
And *that* guy's life is about to get complex...
But if you're a middle manager who likes to bone an escort every so often, the feds aren't going to to zip line into your suburban home to take you into custody.
I'll admit, though, that this is why setting up OTC via clubs is smarter from a privacy perspective, because there's far less of a paper / digital trail.
