It's a full-nude club (on stage; dances topless) - but seems Tootsies may not be enforcing this since I've noticed several dancers keeping their bottoms on (in most SoFlo clubs it seems the club mandates dancers to get nude on stage vs leaving it up to the dancer but again at Tootsies recently it seems several girls do not get fully nude - perhaps a see-through mesh is some kinda "full nude technicality" as one can still "see full nudeness").
