No, but the process for accusing a sitting president is called an impeachment inquiry and should not be done in the criminal justice system.
If I were I more patriotic American I would buy a copy of the Meuller report and study it carefully. But I get the feeling that Mueller did a very careful job of investigating and reporting the facts. He doesn't want to get involved in the political circus, and (despite the spin from Barr) his report is a road map for an impeachment inquiry.
In a practical sense, I think it's time to move on unless more Republicans are on board for impeachment. Unless things change drastically, the Senate would vote against impeachment and Trump would claim that he was exonerated. Waste of time and bad strategy for the Dems.
Prosecution can come after the President is out of office, or it could be done by an international tribunal.

Most of these threads, regardless of the original poster or stated political position, are designed to get people riled up. Sometimes that is humorous. Sometimes it is sad that people take obvious trolling seriously.
See, its not that far back that some really bad things happened in Germany. So it went down that Germany got itself handed a new Constitution. It was called "De-Nazification", and that Constitution allowed for Universal Jurisdiction in the prosecution of war crimes and crimes against humanity.
And then in the mid-60's the Simon Wiesenthal Foundation worked with the UN and got the 20 year SOL's lifted. So now these indictments never expire.
In Germany even NGO's can bring about overseas indictments.
So now anywhere in the EU, with no time limit, those indictments can be converted into arrest orders against Bush and Rumsfeld.
Argentina is committed to Universal Jurisdiction too. Remember it was a Spanish judge who brought down Chile's Pinochet.
