I got tired of dealing with the unappreciative taxi mafia thieves. They are always trying to rip gringos off.
I take the ruta vans to DAX in centro for only 10 pesos and then walk to Cascadas or whatever hotel I'm staying at. On my way back to the border, I take the HK limo or van and tip the guy $2 or use Uber for about 35 pesos. I can't stand those taxi drivers.
The taxis used to be super cheap. How much do they cost now?

How do they rip you off? Don't you agree to how much before you get in? Do they use the meter and go by way of hell and back?
If you're not going to HK, is it OK to take the HK shuttle as long as you tip the driver a buck or two?
i’m not the guy to ask that particular question. each and every visit to tijuana for me includes a visit to hong kong.
I've never seen a meter in a Tijuana taxi but I do admit I am rarely in a taxi. but it is a good advice to always agree on a price before you get into a taxi. (I would never go above $5.)
i do the same if no hk limo is waiting near the border.
