I mean who wants to wade through all this bullshit to find evidence to get it shut down?

Evidence of what? Other sites have been shut down for only 3 reasons: Money laundering, provable facilitation of sex trafficking (or risk of being prosecuted criminally for such), by the owners themselves for fear of liabilities

The problem is the fear, that is what the government is using as an intimidation tactic to create a perception of LE doing something that a lot of people think is going on but isn't. Not many people really want to shut down consenting adults doing what they want, but unfortunately the side effect of what's going on is just that.
