TJ is definitely rough around the edges and run down and seedy in lots of places. However, there are some nice spots. Rosarito is a nice beach area, with a lot of ex-pats, but it's about 30 minutes away. They have a few nice shopping malls filled with nice restaurants that would be similar to what's in the U.S. Galerias Hipodromo and Plaza Rio are two of them. [view link] They have Cinepolis V.I.P. which are fancy movie theaters with reserved leather reclining seats and waiter service at your seats. They also have CECUT, which is their Art & Cultural center, that is nice. [view link]
TJ has an upper class that likes to live the good life. They have a golf course/country club that is nice:
[view link] Surprisingly, TJ's dining scene has really gained attention in recent years. There are a lot of high end restaurants, with well known chefs, that have gained international acclaim. [view link]
So, while not a lot, yes there are some nice parts to TJ. Also, some of the Caliente Casinos and sports books around town are very nice, as nice as ones in Las Vegas.
I am sure there are, city as big as San Diego, with four universities and a great deal of public art. Mexico is a justifiably proud country.
They are now among the community of nations which no longer practices capital punishment.
