Could also be Clip Joint, Clipped, Getting Clipped, etc.
It's a known hazard of clubbing to get clipped. A girl offers vague promises of what you'll get if you buy some floor dances (prepaid). You buy the dances but she doesn't give it to you because she says you have to go to the VIP. You pay for the VIP and when you get to the VIP she doesn't perform. She says that's illegal or that she can get in trouble for it. Or even worse, she continues to lead you on, saying you two can get together outside the club to do whatever because it's against the rules to do it in the club. Or she says you paid for the VIP but if you want her to do the thing, you have to pay even more.
This experience isn't as brazen as full on clip joints that masquerade as brothels but is still pretty insidious.

In TUSCL the term "ROB" is used for what you described
Not just on TUSCL -- on every strip club forum I've ever been on, whether local to this area or national, ROB is the term used
And “clip joint” et al are broader than just strip clubs.
