I think it has to do with the fact that she is letting you choose the place if you do an outcall, and the higher rate includes a convenience fee. This is at least my understanding.
I've always scheduled incalls and met them at their preferred hotel. However, on at least 2 occasions, I did have to pick them up from their house before going to the hotel. That is a bit risky if you are not familiar with the neighborhood they live in, but if you do your research ahead of time and read online reviews about the provider, then you know whether it would be safe to pick her up from her place.

You're being charged for convenience (which is a common practice), and for the time and travel incurred by the escort.
Some escorts charge more for outcall because they are working in an environment that they don't control. It's an increased risk for them, even if they bring a driver / bodyguard.
If they bring a driver / bodyguard, then they have to pay that guy.

I was doing OTC with a girl from a club and the first time was more but after that it was less because she did not bring another person with her, she just call her friend and let her/him where she was when she got there and called when she left for security. The last time before I was leaving town she got so comfortable with me she napped then we went at it for a second time and showered with me before she went to work for her shift starting at 9:00 PM.
I paid for the room, The few times I have done OTC she has always expected me to pay for the room.
OTC is way more personal and intimate, both parties are on a bed instead of RCG on a chair etc..

Outcalls take up more of the girl's time, and she might have to hire a driver.
So they are priced higher. I was on very good terms with some in the Redbook AAMP industry.

Incall is safer option but like others mentioned the girl must have an apartment (or arrangement) otherwise she'd have to book a hotel for a day and schedule a couple of more people same day to even up. Some residential places may not allow businesses on premises (if they come to know) and some girls won't mix privacy with business.
Outcall requires transport , more time wasted and high risk of getting slashed.

Depending on what they have available and what concerns them either could be higher.
Generally outcall is charged higher by established girls or agencies. Incall is charged higher by new girls.

It cost less for you to visit her because now your taking on the risk of a LE sting or getting robbed
That is the actual reasons..well the main issues
Sure you could say or reason the gas and convince issues but that's the minor things
