Just like anything, don't give her the money expecting to get it back. You also can't give her money expecting she will date you for your generosity.
If you want something more tell her what you expect for your money. I feel as though you will give her the money regardless.
If she's not a close friend and you're not going to make a p4p move, I wouldn't give her money.

If she's a good or close friend I would give her the money because that's what friends do. I would consider a gift and not expect her to pay you back (that way if on the odd chance she does repay you then it's a bonus).
Whether not you want to date her is a separate question. The two are not related. You can't pre-pay pussy. Personally would ask her out first, if you want to ask her at all. You might as well get it out of the way and most women respond well to confidence. Then regardless of her answer you can still give her the money. That's what I would do.
