I thought the Thai laws were sorta like the Canadian ones. The act of selling or buying sex isn't technically illegal, but profiting off of it or advertising it publicly is.
The practical implication being that a strip club is legal, but any P4P agreement must be done directly between the buyer and seller. Same idea with street girls, as long as they aren't openly advertising or causing a nuisance it's legal. In that context, I can see how they might not find any violations.
Given the volume, I'm a little surprised they found zero violations. But given the Thai police force's reputation for being corrupt is about as well known as Walking Street's reputation for housing prostitution, it's not exactly shocking.

We need to know what the Thai law defines as prostitution activities and how the police conducted their compliance checks. It's possible that what may be considered prostitution in the US is legal pursuant to Thai law.
