Pretty sure HK is up to 19 to 1 now. I was just there a few days ago.

All HK ATMs give good peso rate like Visa official rate. Just becareful the ATMs will sneak in a line asking you to choose its coversion offer where it'll charge you $15 extra. Always select the Option: No Conversion, also select Visa Debit because USA Debit may get denied. And lock your card when not in use.
Great question and observation. Are there fixed prices for drinks in HK in pesos? I know dollars are $6 and $11.
Interesting that when the peso/usd rate sucked the girls used that fact to explain the rate jump from $100 to $120.
So I guess that now the rate is about as high as ever we will soon see session prices drop, right? ;-).
If the pesos now is 19 to 1 in the club and hotels i probably won't bother with the exchange much.
