One possible reason is that the bouncers and managers were charging the girls a tip out based on how much the girls made. Recording the VIP is a way to get a general idea of how much revenue a girl was bringing in on a given night. Classic documentation of the commission of a crime. A story as old as time.
Other than the clickbait headline, I get the impression from the article that they were more concerned about the tax crimes and illegal selling of alcohol than they were about the prostitution. They just needed to give the state/county their share instead of hiding the extra income away.
