A hate crime isn't simply someone of one race killing another. It's about motives.

It would be more than a full time job to hold a press conference to condemn every horrific thing that happens in the world. So basically anyone and everyone can be condemned for not condemning by that standard. Individuals committing horrific acts cannot be compared to people in positions of authority committing horrific acts, or not acting to prevent or sanction horrific acts when its part of the responsibilities of their position to do so. If you can't understand this, all I can do is offer my sympathies for your apparently congenital brain impairment. At this point, Tucker Carlson probably has a patent of citing terrible stats on black people without citing a source, you should be careful he doesn't sue you for infringment.
