Lower taxes? You betcha.
Brutalize criminals? A little more squishy, but I'll say that Republicans are harder on them than the Dems.
Rule us like a king? That's where you are confused. Republicans empower people while Dems enslave them. Freedom from regulations; freedom to use your own money as you see fit; freedom to defend yourself; freedom of school choice; far more tolerance towards diverse opinions...the list goes on. Soon freedom to celebrate your religion will be on there too as the Dems are becoming increasingly antagonistic towards religious organizations.
In pretty much every dictatorship ever built, the playbook was always the same. First disarm the populace. Then make them dependent upon you for basic needs. Then ensure that future generations are inculcated by dictating school curriculum. Rinse, repeat. Which party does that sound like to you? :)
