Why have adult bookstores and arcades been open through the shutdowns?

I noticed one of these places appeared to be open a few weeks when I was driving by. So I have driven by some others and sure enough people, apparently customers, appeared to be going in and out, parking lots had vehicles in them, one had its door propped open.
Considering the primary reason these places still exist decades after they were largely supplanted by online porn is as hook up places for casual or anonymous sex (usually between men) or for guys to masturbate and cum on the floor or walls, how is this in any way helpful in slowing the spread of corona virus much less being in any way "essential"?
Honestly I just find this mind-boggling when most other small businesses have been forcibly closed including strip clubs. I haven't been in an adult bookstore or arcade in probably 15 years or more but these places were never sanitary in the best of times.
Can anyone help me to understand this decision on the part of the authorities ( I oppose all forced shutdowns but seriously if you're going to catch something these places would seem to be the top of the list). I live in California BTW.

But I stood corrected as we drove up, and even though there was one car in the lot (the cashier) it was open for business. Thankfully I've resisted going there every day for a new outfit or toy.
