I'm all for female nudity but.I think it should just be in certain beaches designated for that - a woman's chest and a man's chest are not the same thing

I agree, women and men's chests are not the same. But I've certainly seen man boobs on display at public beaches that were much larger (and grosser) than most women's. If the USA was less restrictive and allowed women to go topless in any locations where it was acceptable for men to be topless, then some of the fascination with women's boobs might slowly erode.
"Where's the line between indecent and topless?" It depends on who it is, a 120 pound 21 year old coed with perky B cups is topless, a 250 pound 55 year old with tits that sag to her waist is indecent.
We have a few topless beaches here in Florida with the exception of Haulover in North Miami the few I’ve been to over the years have had terrible view.
If men's and womens chests were the same then our bathing suits would also be the same.... until the mainstream accepts topless women advertising swimsuits, it will not be the same thing
I am all for freeing the nipple. However, far too many nudists and naturalists lack any kind of respect for themselves and others. Being topless or bottomless should not be an assault on other peoples' sensibilities. For some reason, most nudists are older, out of shape, and don't know what razors or hair clippers are. Although I do remember one trip to the FL keys, I don't remember if it was Marathon or Islamorada, where some German college students were staying in the campsite next to ours. The girls would begin to take their tops off when one would remind them of US laws and they'd re-tie them. This kept happening until I yelled over "Alles gut! Das ist okay!". God bless her, the bustiest of them shook her bared Ds at my wife and I yelled back "Mir is gut!" I got to educate some Germans in American camping cuisine (barbecued chicken and sausages), and they shared their german stouts and lagers bare-chested around the campfire.
I'm from Minnesota. There is not much of the year where you can be without a coat. If nipples want to be free, I say let 'em. Look if you want. Look away if you don't.
As others havw mentioned, I assume it's a cultural thing - the US has always been pretty-conservative w.r.t. women's sexuality - I assume if one grows up in a culture where bare-breasts (or nudity) are the norm then good chance it'll feel normal
