This is an interesting dilemma and I would have to say "no." You can pretty much tell who the reviewer is by writing style after a while. If you go out of your way to publish a reviewer's review (which you can't) and the actual content starts to not be up to par, then that's probably not meeting the honor code. If you just happen to stumble upon that review, I'd say just treat it like any other review and publish it if it meets the minimum standard
