This has been an issue since the military started issuing these cards, although I’m not sure why. The cardholder remains responsible for all charges on the card, whether or not reimbursable as a travel expense. And it doesn’t matter how much you charge, you get reimbursed only a set maximum per diem rate for hotels, meals, and incidentals. As long as the soldier isn’t somehow fraudulently manipulating the system to get non-travel expenses paid, I don’t see a problem.
There is no reason that anybody should be using a card of any type at a strip club. If you don't have the cash, it's a good sign that you shouldn't be there.
How us this still a thing?, I could only use my card at restaurants, hotels, and vehicular transportation. Trying to use it elsewhere got it declined along with a stern talking to if the report got back. Either someone got lax after I left the service or lawmakers are virtue signalling, but this smells of BS.
