I don't know the details, but there are encryption systems which use a pair of keys, one public and one private. I think it somehow depends upon prime numbers. Somehow they can make the key to decode the info public, while still ensuring that only the intended recipient can actually use it.
For this kind of thing to work as intended it has to be enough for someone to live on. That requires that their be cost controlled housing and a few other things. And to really be Universal Basic Income it cannot be needs tested, and really people should just automatically get it, not needing to apply for it.
